(1) The Government of Nepal may make rules to implement the purpose of this Act.
(2) In order not to have any adverse effect on the universal recognition of the rights given by sub-section (1), rules may be made especially in the following subjects:-
(a) Determination and Publication of Quality,
(b) issuing licenses or quality certificates and renewing licenses, (c) appointing or appointing inspectors and making provisions regarding the procedure to be followed by inspectors during inspections,
(d) To make arrangements regarding the acknowledgment and approval to be made with the person who obtains the license or quality certificate,
(e) Arranging the meeting of the Council and other procedures related thereto,
(f) To make appropriate arrangements in relation to administrative and financial matters.
